AFGC supports the Competition Policy Principles of minimum effective regulation adopted by the Council of Australian Governments (COAG).
AFGC considers that regulation should be imposed only where necessary to correct market failure and that it should be sufficiently flexible to encourage innovation.
The Food Standards Code should be structured so that it is:
- easy to use
- easy to understand
- easy to interpret
- free of inconsistencies
- less prescriptive where appropriate.
AFGC seeks a regulatory approach that is:
- practical for industry to implement, and authorities to enforce
- cost-effective, imposing minimal regulatory burden on the food industry, and minimal extra enforcement requirements on regulatory agencies
- valuable to consumers, providing choice through meaningful labelling and product differentiation in the market, and without misleading information
- consistent with Australia’s and New Zealand’s international trade obligations as signatories to WTO agreements.
